NABARD projects credit planof Rs. 314.56 cr for Arunachal
ITANAGAR, Mar 06: The State Focus Paper prepared by NABARD envisaging a credit outlay of Rs. 314.56 Crore for Priority Sector was released by H K Paliwal, Chief Secretary, Govt. of Arunachal Pradesh today.
While lauding the NABARD for playing an important role in the development of the state, especially in infrastructure sector, promotion of SHGs etc., the Chief Secretary highlighted the role of banking system in the development of the state and the importance of the financial inclusion programme being implemented by the banks in the state.

Touching upon the infrastructural constraints, he gave in detail the plan of the state government for augmenting infrastructure in the medium term and said that bottlenecks like connectivity and power will be removed within a period of five years. He also highlighted the necessity to improve cropping intensity, change cropping pattern and popularise cultivation of plantation crops like rubber and tea as well as floriculture.
Delivering the key note address on the occasion, Dr. P. Radhakrishnan, General Manager, NABARD stated that the State Focus Paper has been prepared with a medium term perspective with special focus on the critical interventions required under each sector during the XII plan period and will form the basis for the credit planning process of banks in the state. Ramesh Negi, Development Commissioner, Finance, Planning, Home and Vigilance, Government of Arunachal Pradesh, highlighted that the area under assured irrigation is low, which needs to be increased with infusion of bank credit. He also touched upon the low cropping intensity and suggested that multiple cropping should be adopted to maximize income from small farms. He also requested the bankers to finance input supply infrastructure such as nurseries, hatcheries and feed factories. Head of various Line Departments of State Government, representatives from SLBC and Commercial Banks, Chairman, APRB, MD, APSCABL and representatives from NGOs attended the Seminar.
Papum Pare gears up to achieve employment generation target
ITANAGAR, Mar 06: Following the state Chief Minister’s ambitious plan to provide one lakh employment opportunities during the 12th Five Year, the Papum Pare district administration today hold a crucial meeting of the officers of various departments to fulfill the given target of generating 12,000 jobs under Papum Pare district and 3000 employment for next financial year.
The meeting held in the conference hall of Papum Pare DC with additional deputy commissioner Tarin Dakpe on the chair further resolved that all heads of department (HoDs) shall provide quarterly report on numbers of vacancies in their departments and new recruitment done by them within the district to the Deputy Commissioner. Accordingly all the HoDs asked to comply with the resolution adopted in the meeting.
Earlier, presiding over the meeting, Tarin Dakpe informed that the house about the Govt decision to provide 1 lakh gainful employment during 12th Five Year Plan by generating gainful employment opportunities in Govt, departments, PSUs and private employers.

Experts eye on rural tourism to enhance revenue in state

Delivering a presentation for developing a strategic tourism campaign for Arunachal Indian Institute of Travel and Tourism Management, Gwalior, Assistant Professor, Ramesh C Devrath, emphasized on the need for coming out with a unique marketable option for the state. Meanwhile, Hotelier and Resort Consultant, NRI Rajesh Pant, speaking as a resource person underscored that protecting environment was the crux of tourism. Narrating his experiences from around the globe, Pant stated that without protecting environment there would not be any tourism development. Further, Rajiv Gandhi Government Polytechnic, Tourism lecturer, Chukhu Mama also spoke on the topic ‘Tourism in Arunachal, problems and prospects.’
Earlier, addressing the participating stakeholders, Secretary Tourism, Sonam Chombay and Director Tourism, AK Singh urged them to officer valuable suggestions for a better tourism which would benefit the state and all the stakeholders. YINGKIONG, Mar 06: Upper Siang District Level Monitoring Committee held its 8th meeting to review the progress and implementation of various centrally sponsored projects and schemes, like PM package, NLCPR, RIDF, SPA, ACA, NEC and BADP etc in the district.
Chairing the meeting, Upper Siang Deputy Commissioner Liyon Borang explained the aims and objectives of the meeting and various measures taken by the govt. to streamline the monitoring process by constituting monitoring committee at circle level (CLMC), sub divisional level (SDLMC), district level (DLMC) and state level. He asked all executing departments to give project wise power point presentation on physical and financial achievement with photographs in the next meeting.
He urged upon all officers to maintain quality of works as per specification and submit utilization certificate (UC) immediately after completion and handing over of the project to the user agency.
Jumdo Diyum, DPO cum Member Secretary, DLMC, Yingkiong read out the name of various schemes and their progress, achievement etc. taken up by the various executing agencies. He also informed about the observation made by the third party monitoring and urged all officers to furnish the reply in time.
Dunggoli Libang, the Zilla Parishad Chairperson while participating in the discussion, requested all officers to attend such development meeting personally and the representatives who are attending the meeting on behalf of HoDs should be fully equipped with all the details of the schemes.
EEs of various work departments, including PWD, Mariyang, WRD, Yingkiong, PHE &WSD and officers from others departments like Power, DRDA, UD and Housing, RWD etc. actively participated in the meeting.
In another DMLC meeting at Ziro, Lower Subansiri Deputy Commissioners Taru Talo maintained that monitoring governmental activities are essential mechanisms for development and that is why it has been made mandatory by central and state governments.
Chairing the meeting the Deputy Commissioner suggested all executing departments to keep their progress and status reports updated as monitoring will be conducted quarterly every year. A specific format has been given to each department which needs to be filled accordingly in a detailed manner. It tabulates financial as well as physical aspect of each and every work carried out by various departments. These have to be handed out in monitoring meetings, so that fruitful discussion and analysis of various works may follow.
In the meeting, works under schemes like ACA, SPA, NEC, RIDF, NLCPR, PM's Package, MSDP etc. were examined by the members of the committee.
The Department of Textile and Handicrafts showed 100% completion of works carried out by them. DPO Joram Anu stressed that even the schemes under State Plan are liable to be monitored andtherefore details of such works should also be presented before the monitoring committee.
ZPMs of the district pointed out the confusion of works carried out in distribution of CGI Sheets under IAY in MSDP. Deputy Commissioner heeded to the matter and promised to look into the issue and streamline the work so that distribution of these materials is carried out smoothly and sequentially among the BPL families.

The HC bench represented by judge PK Saikia on March 3,2013 perused the records and materials and passed verdict that the “dismissal order” on the appeal case was set aside with a direction to dispose of the appeal on merit on affording the petitioner an opportunity of being heard. The court directed the petitioner too, to appear before the Chief Information Commissioner of APIC on March 20, 2013 without fail.
The HC in its verdict stated that the Chief Information Commissioner acted illegally. The appeal was dismissed on merit when the petitioner was not resent before the commission on February 15, 2012. “The Chief Information Commissioner dismissed the appeal even when the petitioner was not present before the commissioner for notice not being served on him in accordance with the requirement of the law and as such, order impugned in this proceeding is liable to set aside” the court verdict stated.

ITANAGAR, Mar 06: All Arunachal Pradesh Women Welfare Society, Ziro branch has objected to assignment of Ayush doctors as EMO in Ziro District Hospital.
“It is learnt that Ayush medical officers while rendering their duty as EMO, prescribe and practice allopathic medicines for which they are not trained and authorized to do so,” the branch APWWS said in a complaint letter to Lower Subansiri Deputy Commissioner.
On the other hand, if Ayush MOs practice their own pharmacological medicines then it would be severe harassment for the patient and attendants and public in general as Ayush medicines are not available in the premises, the letter said.
“Why the authority is befooling the public of Ziro valley by entrusting Ayush MOs as EMO, as they do not practice allopathic medicine?
“And in event of any death due to wrong prescription/ medication then who will shoulder the burden and responsibility of the death of a patient?” it questioned.
It also complained the DC of lack of basic facilities like gloves, TT injection, cotton, bed sheet and mosquito net etc. and non availability of ambulance in the District Hospital Ziro.
Sensitization meet on opium and other addictive drugs conducted
KHONSA, Mar 06: In continuation of the crusade against opium, Dr Milin Potdar, Psychiatrist
from Maharashtra-
Dr. Potdar explained the entire gamut of problems and challenges related to drugs through a PowerPoint presentation. He underscored the importance of the role of district administration in checking the menace of opium addiction adding that destruction of standing opium plants was not the answer to the burgeoning problem. He said that the local people were continuing to grow opium and would continue to do so unless the mindset of the people was changed.
He said that understanding the larger problem leading to opium addiction and looking for a tangible solution were the need of the hour. Dr Potdar spoke at length on rehabilitation of the opium addicts adding that telling the addicts to leave the dangerous substance was easy but it was a Herculean task to actually enable the addicts to leave it. They needed emotional support, encouragement and societal support in addition to the medicines the doctors provide. He passionately appealed to the officers to contribute their mite in the fight against opium addiction.
Tirap Deputy Commissioner Dr Sachin Shinde asked the officers to assist the 40 opium addicts who were being treated at District Hospital, Khonsa by a team of Doctors from SWAR. He said that the community must come forward to help the addicts come out of the problem they were in and live a normal and productive life. Shinde told the officers to adopt some of the addicts and motivate them to shun opium. He further said that he would do everything to ensure that a rehabilitation center was established at Khonsa for which he would seek the help of the leaders.

Protestors take to street, demand stringent punishment to murderers

Daporijo, Mar 06: Thousands of people came out on the street yesterday with placards to register protest against the brutal murder of Vijay Ramsing. While shouting slogan they also demanded capital punishment for 5 accused involved in the murder case. Representative from various NGOs, civil society, and general people from all walk of life gathered at Rijo Ground Daporijo and marched towards Deputy Commisioner Office shouting slogan against the anti social elements and demanding the administration to immediately ensure safety of denizens.
Observing the tensed situation, Power and Panchayati Raj Minister Tanga Byaling and Parliamentary secretary, Rural Development, Punji Mara immediately rushed to Daporijo from Itanagar to take stock of the situation following the murder of Vijay Ramsing.
Later the agitating public submitted a memorandum before the DC. While responding to the memorandum, the DC assured the agitating people to give stringent punishment to the accused in Vijay Ramsing murder case.
Meanwhile, the parents of the deceased met Tanga Byaling and Punji Mara at DC’s chamber and appealed them to punish the culprits at the earliest as per law.
While responding to the grievances Byaling stressed on the effective measures to tackle law and order.
Meanwhile, President of Mara Youth Welfare Association, Kobu Mara, on behalf of public submitted the memorandum to Deputy Commissioner. He also appealed for peace and stress on resumption of normal duties by every individual.
He further said that advocates of Arunachal Pradesh should not take up the case and rather they should cooperate the civil society of Daporijo to punish the accused.
The Society also expressed their gratitude to EAC Siyum Circle, Taga Eke, Head Gaonburah and investigation officer of the case T.Dubi for immediately swung into action and arresting the culprits within the week.

LDC’s death mourned

Admin seizes huge quantity of banned items
ITANAGAR, Mar 06: Continuing its drive against illegal selling of banned items like, plastic carry bags, gutkha, pan masala and other tobacco produces, Capital Complex administration, with help of police and CRPF, yesterday seized huge quantities of such banned items from Itanagar and Naharlagun.
Thousands of gutkha packets, plastic carry bags and huge quantity of IMFL seized for selling illegally during the drive were burnt in front of the DC’s office here.
Two teams, one each for Itanagar and Naharlagun, were formed with 10 executive magistrates to carry out the drives.
The DA hoped that such drive would restrict the sale of such harmful products in Capital Complex, especially near schools and hospitals.
The District Administration has also decided to carry out drive for removing debris and construction materials dumped on all sector roads and National Highway in Itanagar and Naharlagun.
5 houses gutted at Hissam colony
AALO, Mar 06: In yet another fire accident, five OBT dwelling houses were completely gutted and two partially damaged at Hissam Colony on March four at around 11 pm.
Barring a minor injury to one, no casualty was reported.

APSCW condemns sexual assault
ITANAGAR, Mar 06: The Arunachal Pradesh State Commission for Women (APSCW) has strongly condemned the sexual assault of a minor girl by 1st IRBn personnel at Longding and appealed to the law enforcing authority to grant exemplary punishment to the accused at the earliest.
“The APSCW has observed that for last couple of years the police personnel has been repeatedly committing such heinous crime and it is a matter of grave concern which needs to be dealt strongly as per law,” APSCW said in a release.
While demanding a status report of the case from the district authority, APSCW Chairperson Gumri Ringu urged the District Administration not to give bail to the alleged accused and book him under the appropriate section of IPC.

ITANAGAR, Mar 06: The All Arunachal Pradesh Union Students Union (AAPSU) has expressed strong sentiment over murder of Vijay Ramsing, a student of B.Com. AAPSU stated that due to high rise in crime rates, the Upper Subansiri district is witnessing such kind of brutal murder. Union demanded for adequate deployment of security forces in the district. AAPSU lauded investigating officer Taken Dubi and EAC Siyum Taga Ekke for taking prompt action leading to the arrest of five alleged murderers.
Meanwhile All Mara (Ramring, Ramsing, Rambang) Society has also patted back of IO Taken Dubi and DC Tahang Taggu for their effort in nabbing the five alleged accused.

Increase in use of psychoactive substances
The independent United Nations body tasked with monitoring the production and consumption of narcotics worldwide has warned of the increase in use of psychoactive substances known as 'legal highs' which reproduce the effect of illegal drugs, and represent a threat to public health.
According to the latest INCB annual report, these 'legal highs' are easily available over the Internet, with their numbers estimated to be in the hundreds and growing steadily.
The report states that the abuse of prescription drugs has continued to spread in all regions of the world. In particular, there has been an unabated increase in the consumption of drugs used for the treatment of attention deficit hyperactivity disorder (ADHD) in a number of countries.

Injustice to the deserving candidates

Through your esteem daily I would like to know why the director of agriculture is

Only those with political background and big money would get the chance. And with due regards to AAPSU leaders, I also want to ask why they are keeping silent on this issue. They can see through their naked eyes that there is injustice being done to all the deserving unemployed students. I hope AAPSU is in real for greater interest of the students of our state.
And my questioned to all the concerned public bodies, parents, guardians and student friends that why are you keeping your mouth shut. You all know that you deserve it through right way... then why silent...?
Please throw some light among all the people of our state that this is injustice.

Network problem
Dear Editor,
Through the column of your esteem daily, we would like to draw the notice of the authorities concerned regarding the network problem of Rottung and surrounding village like Kallek, Babuk and Sissen. The people of these villages are facing lots of problem due to poor BSNL network. The mobile users of said areas receives network once in a month and the coverage is only 1sq km. in which the whole village of Rottung is uncovered because the transmitter is fitted in the electric pole presently. The new tower was erected last financial year but till date neither the contractor nor telecom department is looking back for the installation of machine. So, we have given many verbal complain to SDO (T) Pasighat, But no further action has been taken so far.
We the people of Rottung, Kallek, Babuk and Sissen Villages request the authority to advice the officials/Officers to install machines at the newly erected tower at the earliest.

Seeking compensation
Dear Editor,
Through the columns of your esteemed daily, I would like to express my view regarding the fatal incident which occurred on 14th February at Chandranagar Tinali, Itanagar. The newly laid water pipe line of PHED which is going to bring water from Poma burst on that day. A car parked was tossed up in the air by bursting of water pipe but luckily the driver of car was safe enough. The car was badly damaged and also the shops located nearby were damaged too. Few of the shopkeepers also received minor injury.
Therefore, I would like to request the concerned authorities and IMWA to give some possible compensate to the shopkeepers. Lastly, I also appeal to concern department and authorities to pay kind attention so that such untoward incident is not repeated again in the future.
