NABARD projects credit planof Rs. 314.56 cr for Arunachal

ITANAGAR, Mar 06: The State Focus Paper prepared by NABARD envisaging a credit outlay of Rs. 314.56 Crore for Priority Sector was released by H K Paliwal, Chief Secretary, Govt. of Arunachal Pradesh today.

While lauding the NABARD for playing an important role in the development of the state, especially in infrastructure sector, promotion of SHGs etc., the Chief Secretary highlighted the role of banking system in the development of the state and the importance of the financial inclusion programme being implemented by the banks in the state.  

The CS, however,  expressed concern over the low CD ratio and low off-take of credit under agriculture and plantation and horticulture sectors, which are the major sources of livelihood for majority of people. He requested the bankers to be proactive and handhold the borrowers in accessing credit.

Touching upon the infrastructural constraints, he gave in detail the plan of the state government for augmenting infrastructure in the medium term and said that bottlenecks like connectivity and power will be removed within a period of five years. He also highlighted the necessity to improve cropping intensity, change cropping pattern and popularise cultivation of plantation crops like rubber and tea as well as floriculture.

Delivering the key note address on the occasion, Dr. P. Radhakrishnan, General Manager, NABARD stated that the State Focus Paper has been prepared with a medium term perspective with special focus on the critical interventions required under each sector during the XII plan period and will form the basis for the credit planning process of banks in the state.  Ramesh Negi, Development Commissioner, Finance, Planning, Home and Vigilance, Government of Arunachal Pradesh, highlighted that the area under assured irrigation is low, which needs to be increased with infusion of bank credit. He also touched upon the low cropping intensity and suggested that multiple cropping should be adopted to maximize income from small farms. He also requested the bankers to finance input supply infrastructure such as nurseries, hatcheries and feed factories. Head of various Line Departments of State Government, representatives from SLBC and Commercial Banks, Chairman, APRB, MD, APSCABL and representatives from NGOs attended the Seminar.

 

 

Papum Pare gears up to achieve employment generation target

ITANAGAR, Mar 06: Following the state Chief Minister’s ambitious plan to provide one lakh employment opportunities during the 12th Five Year, the Papum Pare district administration today hold a crucial meeting of the officers of various departments to fulfill  the given target of generating 12,000 jobs under Papum Pare district and 3000 employment for next financial year.

The meeting held in the conference hall of Papum Pare DC with additional deputy commissioner  Tarin Dakpe on the chair further resolved that all heads of department (HoDs) shall provide quarterly report on numbers of vacancies in their departments and new recruitment done by them within the district to the Deputy Commissioner. Accordingly   all the HoDs asked to comply with the resolution adopted in the meeting.

Earlier,  presiding over the  meeting, Tarin Dakpe  informed that the house about the Govt decision to provide 1 lakh gainful employment during 12th Five Year Plan by generating gainful employment opportunities in Govt, departments, PSUs and private employers.

The Chairman also opined that job opportunities arising in all heads of Govt department in Capital Complex may be collected by labour department or DC Capital and also urged the allied departments like Agriculture, Horticulture, Industry and Fisheries to generate gainful jobs by introducing self-employment schemes/industries in consultation with their respective Directorate to achieve  the target. D. Bhattacharjee, Assistant Director (Employment) informed the house that the Department of Labour and Employment has given target to all 17 districts regarding number of placement to be done in each districts by Deputy Commissioners based on the area, population and the economic development of the districts. Accordingly in Papum Pare “we have to generate 12,000 jobs during 12th Five Year Plan and 3,000 jobs for the next financial year. He further informed that the employer of every establishment should notify all the vacancies including self employment schemes in concerned Employment Exchange before filling up any vacancy. Details of the job opportunities provided by the PSUs like NEEPCO and others to the unemployed youths may also be collected and included in the data, he said.

At the outset, Likha Tejji, EAC cum labour officer, Yupia welcomed all the officers present and informed the aim and objective of the meeting.

Large number of departmental officers including Dr. S Ronya, District Medical Officer, Papum Pare,  T.W. Thongdok, Dist. Tourism Officer, Pime Keche, Circle Officer (Development), Yupia, M. Experts  eye  on rural tourism to enhance revenue in state

ITANAGAR, Mar 06: A day-long conference on ‘Issues and problems of Arunachal Tourism and Approaches’ was today held at conference hall of Directorate of Tourism. The conference witnessed recommendations for five core areas relating to promotion of the state tourism in an enhanced manner. The points recommended by the core-committee advocated for promotion of rural tourism with emphasis on home stay, marketing Arunachal tourism by creating awareness in other parts of the country as Arunachal Tourism festivals, awareness on tourism at grass-root level by involving the Panchayats, proper research before creating tourism infrastructure so that resources are used in a sustainable way, creating entrepreneurship opportunities and incentives for local youths to promote tourism.

Delivering a presentation for developing a strategic tourism campaign for Arunachal Indian Institute of Travel and Tourism Management, Gwalior, Assistant Professor, Ramesh C Devrath, emphasized on the need for coming out with a unique marketable option for the state.  Meanwhile, Hotelier and Resort Consultant, NRI Rajesh Pant, speaking as a resource person underscored that protecting environment was the crux of tourism. Narrating his experiences from around the globe, Pant stated that without protecting environment there would not be any tourism development. Further, Rajiv Gandhi Government Polytechnic, Tourism lecturer, Chukhu Mama also spoke on the topic ‘Tourism in Arunachal, problems and prospects.’

Earlier, addressing the participating stakeholders, Secretary Tourism, Sonam Chombay and Director Tourism, AK Singh urged them to officer valuable suggestions for a better tourism which would benefit the state and all the stakeholders. The stakeholders of the conference organized by the Tourism Department included tourism officials from the districts, taxi operators, hoteliers, tour operators, travel agencies, media persons and Tourism students from Rajiv Gandhi Government Polytechnic.  

 

 

Tank, Tram, Metro ride and a dip in the ocean, Tawang girls savour all

Kolkata/ Tezpur, Mar 06: A 15-member girls team from Arunachal Pradesh, all students of a Senior Secondary School, Tawang, on their maiden national integration tour (NIT), organised by the Indian Army towards 'Operation Samaritan' initiative had an unforgettable ride on army tanks in Ranchi Cantonment on Tuesday.

Till the start of their tour on February 25, the girls had never seen a train, tram or tank, let alone travel in one.

On an educational tour to Guwahati, Kolkata, Bhubaneswar and Ranchi since Friday, the girls from Tawang earlier interacted with GOC-in-C, Eastern Command, Lt Gen Dalbir Singh in Fort William, Kolkata on Saturday. During the interaction, two girls also told the General that they wanted to join the army some day.

On Monday, they also interacted with Jharkhand Governor, Dr. Syed Ahmed, at Raj Bhavan, Ranchi.

"This is the first time that these girls have stepped outside Tawang. For most it is also their first-ever outing beyond Tenga (a valley on the way to Tawang)," Maj Sunder Singh Chahal conducting the NIT said. Also accompanying the girls are two teachers and two army wives.

The Indian Army routinely organizes NIT to expose children from Jammu and Kashmir and those from remote areas in north-eastern states to discover the vastness and greatness of our country. These tours are fully sponsored by the army under the umbrella of a goodwill operation, named 'Op Sadbhavna' for J&K children and 'Op Samaritan' for children from the north-east.

"We had for the first time sent out a boys team from Tawang in August-September last year. We then received an overwhelming request for the girls to be also given an opportunity from the local population here," Commander, Tawang Mountain Brigade, Brigadier JS Rajpurohit said.

"Since it was a first trip ever for the girls, and also a new initiative for us, my wife Manohar and another lady, wife of the conducting officer accompanied them for guidance and to see to it that their first-ever visit out of this area is a memorable one," he added.  Apart from the tank ride in the Ranchi cantonment, the team visited the Kamakhya temple and Zoo in Guwahati, famous landmarks including Victoria Memorial, Howrah bridge in Kolkata and travelled in in trams and metro rail, and visited Konark and Jagannath temples in Odisha. The sea experience in Odisha coastline was overwhelming for the Monpa girls who live at altitudes above 10,000 feet above mean sea level.

The team returns to Tawang from Kolkata on Wednesday, according to PIB (Defence wing).

 

 

ALSU sticks to its demands

ITANAGAR, Mar 06: The members of Arunachal Law Students Union (ALSU) yesterday met Chief Minister Nabam Tuki in regards to its five-point charter of demands which included immediate removal of sitting Parliamentary Secretary (Home) Gadam Ete, induction of independent home ministry in the state, separation of Judiciary from Executive, Establishment of High Court in the state and appointment of high court judge from Arunachalee. The ALSU team headed by its president Tadar Tarish includes Romik Jogu, General Secretary and Temi Pabo Vice-President along with his executive members.

CM informed the team that his government also wants early separation of judiciary from executive.

Regarding Establishment of high court in the state, CM informed that it is under process and Govt is taking up matter seriously after several memorandums were submitted by the ALSU incumbency team. The CM added that appointment of Arunachalee judges is not prerogative of state Govt but still Govt has apprised Supreme Court in this regard, ALSU claimed. Stating that chief minister has not given specific assurance to the charter of demand and also did not entertain the demand for immediate induction of independent Home Minister and removal of Parliamentary secretary Home Gadam Ete, the Union threatened to launch democratic moment if these demands are not met at the earliest. Member of Parliament Takam Sanjoy was also present in the meeting.

 

 

Matri-Sammelon focuses mother’s role in child care

RUKSIN, Mar 06: Donyi-Polo Vidya Niketan (DPVN), Ngorlung today conducted ‘Matri Sammelon’ (mothers’ meet) with a view to create awareness among mothers about their unlimited role at home and in children’s life today.

The day-long programme started with lighting of lamp followed by Swaraswati Bandana (prayer) and cultural competitions besides meeting/discussion on mothers’ role towards the family and society.

Addressing the mothers present on the occasion, Dr Yater Darang discussed in details on mothers’ role in moulding future of their children. Dr Darang, who is a medical officer at Ruksin CHC, said the mothers are the main teacher of the growing children and so they should take proper care of their children during their childhood. She also briefed on 'hygienic rules' to keep the children’s body and mind fit and strong.

Discussing on “Importance of education among children”, a lady teacher Dui Gao urged the mothers to take care of their kids properly to prevent them from going astray. She gave emphasis on formation of ‘Parents-Children Bond’ in order to build up moral character among the young students.

The president of Adi Bane Kebang (women wing) Aini Taloh, in her address urged the mothers to take active part in transformation of the societies. Expressing concern over increasing trend of alcohol and drug abuse among the young students, which has posed serious threat to the society, Taloh suggested the parents to involve their children in literary and cultural activities.

Oi Tapok of Ngorlung village was honoured with 'Best Mother award' for showing best example in guiding the young children towards good path.

Eminent citizens of the area including the PRI members, gaon Burahs and mothers were present in the meet. Cultural competitions such as Musical chair among the mothers, Solo dance and Group dance were other highlights of the the day-long programme.

 

 

DLMC meetings held

YINGKIONG, Mar 06: Upper Siang District Level Monitoring Committee held its 8th meeting to review the progress and implementation of various centrally sponsored projects and schemes, like PM package, NLCPR, RIDF, SPA, ACA, NEC and BADP etc in the district.

Chairing the meeting, Upper Siang Deputy Commissioner Liyon Borang explained the aims and objectives of the meeting and various measures taken by the govt. to streamline the monitoring process by constituting monitoring committee at circle level (CLMC), sub divisional level (SDLMC),  district level (DLMC) and state level. He asked all executing departments to give project wise power point presentation on physical and financial achievement with photographs in the next meeting.

He urged upon all officers to maintain quality of works as per specification and submit utilization certificate (UC) immediately after completion and handing over of the project to the user agency.

Jumdo Diyum, DPO cum Member Secretary, DLMC, Yingkiong read out the name of various schemes and their progress, achievement etc. taken up by the various executing agencies. He also informed about the observation made by the third party monitoring and urged all officers to furnish the reply in time.

Dunggoli Libang, the Zilla Parishad Chairperson while participating in the discussion, requested all officers to attend such development meeting personally and the representatives who are attending the meeting on behalf of HoDs should be fully equipped with all the details of the schemes.

EEs of various work departments, including PWD, Mariyang, WRD, Yingkiong, PHE &WSD and officers from others departments like Power, DRDA, UD and Housing, RWD etc. actively participated in the meeting.

In another DMLC meeting at Ziro, Lower Subansiri Deputy Commissioners Taru Talo maintained that monitoring governmental activities are essential mechanisms for development and that is why it has been made mandatory by central and state governments.

Chairing the meeting the Deputy Commissioner suggested all executing departments to keep their progress and status reports updated as monitoring will be conducted quarterly every year. A specific format has been given to each department which needs to be filled accordingly in a detailed manner. It tabulates financial as well as physical aspect of each and every work carried out by various departments. These have to be handed out in monitoring meetings, so that fruitful discussion and analysis of various works may follow.

In the meeting, works under schemes like ACA, SPA, NEC, RIDF, NLCPR, PM's Package, MSDP etc. were examined by the members of the committee.

The Department of Textile and Handicrafts showed 100% completion of works carried out by them. DPO Joram Anu stressed that even the schemes under State Plan are liable to be monitored andtherefore details of such works should also be presented before the monitoring committee.

ZPMs of the district pointed out the confusion of works carried out in distribution of CGI Sheets under IAY in MSDP. Deputy Commissioner heeded to the matter and promised to look into the issue and streamline the work so that distribution of these materials is carried out smoothly and sequentially among the BPL families.

Members of the committee also asked the technical departments to supervise and monitor the work strictly so that quality of work is not compromised, the report added. DIPROs

 

 

Dismayed petitioner finally gets justice

HC directs APIC to dispose RTI appeal cases on merit

PASIGHAT, Mar 06: The Itanagar permanent bench of Gauhati High Court, in a judgment order of the writ petition (C) No-238 (AP) of 2012 Lenzing Pertin-Vs- state of Arunachal Pradesh has delivered justice to the petitioner and directed the Arunachal Pradesh Information Commission (APIC) to dispose the appeal case on merit.

The case, which was filed against violation of Right to Information Act, 2005 by a PIO of state Public Works Department and non-compliance of APIC for disposal of an appeal case. It was stated by the petitioner that the APIC dismissed the appeal case without giving him chance to attend the hearing. Terming the act of APIC as “violation of fundamental right” enshrined by the Constitution of India, the petitioner prayed to the High Court (HC) to quash the APIC impugned order and order for fresh hearing.

The HC, while admitting the case against the functionaries of APIC (Chief Information Commissioner and Deputy Registrar, APIC) along with two engineers of state Public Works Department, conducted hearing. (Respondents-3 and 4) was taken up in the court on June 25, 2012. The learned standing counsel for APIC earlier appeared in the court and accepted court notice for the respondent. But they subsequently failed to file affidavit-in-opposition and disappeared as the APIC was almost defunct in pretext of a Supreme Court order. In view of this fact, the court directed the counsel for petitioner to serve fresh notice on APIC respondents by registered post with AD cards and listed the matter on January 16, 2013.

The HC bench represented by judge PK Saikia on March 3,2013 perused the records and materials and passed verdict that the “dismissal order” on the appeal case was set aside with a direction to dispose of the appeal on merit on affording the petitioner an opportunity of being heard. The court directed the petitioner too, to appear before the Chief Information Commissioner of APIC on March 20, 2013 without fail.

The HC in its verdict stated that the Chief Information Commissioner acted illegally. The appeal was dismissed on merit when the petitioner was not resent before the commission on February 15, 2012. “The Chief Information Commissioner dismissed the appeal even when the petitioner was not present before the commissioner for notice not being served on him in accordance with the requirement of the law and as such, order impugned in this proceeding is liable to set aside” the court verdict stated.

It is worth mentioning that APIC, in pretext of the Supreme Court’s order in Write Petition (C) No.210 of 2012 Namit Sharma Vs- Union of India, is keeping a lot of APIC cases in abeyance and consequently, a lot of RTI activists like Lenzing are being debarred from getting official information under RTI act.

 

 

Women Society against assignment of Ayush doctors as EMOs

ITANAGAR, Mar 06: All Arunachal Pradesh Women Welfare Society, Ziro branch has objected to assignment of Ayush doctors as EMO in Ziro District Hospital.

“It is learnt that Ayush medical officers while rendering their duty as EMO, prescribe and practice allopathic medicines for which they are not trained and authorized to do so,” the branch APWWS said in a complaint letter to Lower Subansiri Deputy Commissioner.

On the other hand, if Ayush MOs practice their own pharmacological medicines then it would be severe harassment for the patient and attendants and public in general as Ayush medicines are not available in the premises, the letter said.

“Why the authority is befooling the public of Ziro valley by entrusting Ayush MOs as EMO, as they do not practice allopathic medicine?

“And in event of any death due to wrong prescription/ medication then who will shoulder the burden and responsibility of the death of a patient?” it questioned.

It also complained the DC of lack of basic facilities like gloves, TT injection, cotton, bed sheet and mosquito net etc. and non availability of ambulance in the District Hospital Ziro.

 

 

Sensitization meet on opium and other addictive drugs conducted

KHONSA, Mar 06: In continuation of the crusade against opium, Dr Milin Potdar, Psychiatrist from Maharashtra-based NGO, Society for Wellbeing, Awareness and Rehabilitation [SWAR] conducted a sensitization session for the officers on opium and other addictive drugs at DC’s conference hall here today.

Dr. Potdar explained the entire gamut of problems and challenges related to drugs through a PowerPoint presentation. He underscored the importance of the role of district administration in checking the menace of opium addiction adding that destruction of standing opium plants was not the answer to the burgeoning problem. He said that the local people were continuing to grow opium and would continue to do so unless the mindset of the people was changed.

He said that understanding the larger problem leading to opium addiction and looking for a tangible solution were the need of the hour. Dr Potdar spoke at length on rehabilitation of the opium addicts adding that telling the addicts to leave the dangerous substance was easy but it was a Herculean task to actually enable the addicts to leave it. They needed emotional support, encouragement and societal support in addition to the medicines the doctors provide. He passionately appealed to the officers to contribute their mite in the fight against opium addiction.

Tirap Deputy Commissioner Dr Sachin Shinde asked the officers to assist the 40 opium addicts who were being treated at District Hospital, Khonsa by a team of Doctors from SWAR. He said that the community must come forward to help the addicts come out of the problem they were in and live a normal and productive life. Shinde told the officers to adopt some of the addicts  and motivate them to shun opium. He further said that he would do everything to ensure that a rehabilitation center was established at Khonsa for which he would seek the help of the leaders.

It is worth-mentioning that the Maharashtra-based NGO SWAR is conducting a 15-day de-addiction camp at District Hospital in co-ordination with the Tirap district administration. DIPRO

 

 

Protestors take to street, demand stringent punishment to  murderers

Daporijo, Mar 06:  Thousands of people came out on the street yesterday with placards to register protest against the brutal murder of Vijay Ramsing. While shouting slogan they also demanded capital punishment for 5 accused involved in the murder case. Representative from various NGOs,  civil society, and general people from all walk of life gathered at Rijo Ground Daporijo and marched towards Deputy Commisioner Office shouting slogan  against the anti social elements and  demanding the administration to immediately ensure safety of denizens.

Observing the tensed situation,  Power and Panchayati Raj Minister Tanga Byaling and Parliamentary secretary, Rural Development, Punji Mara  immediately rushed to Daporijo from Itanagar  to take stock of the situation following the murder of Vijay Ramsing.

Later  the agitating public submitted a memorandum before the DC. While responding to the  memorandum, the DC assured the agitating people  to give stringent  punishment to  the accused in Vijay Ramsing murder case.

Meanwhile, the parents of the deceased met Tanga Byaling and Punji Mara at DC’s chamber  and appealed them to punish the culprits  at the  earliest as per law.

While responding to the grievances Byaling  stressed on the  effective measures to tackle law and order.

Meanwhile, President of Mara Youth Welfare Association, Kobu Mara, on behalf of public submitted the memorandum to Deputy Commissioner. He also appealed  for peace and  stress on resumption of normal duties by every individual.

He further said that  advocates of Arunachal Pradesh should not take up the case and rather they should cooperate the civil society of Daporijo to punish  the accused.

The Society also expressed their gratitude to EAC Siyum Circle, Taga Eke, Head Gaonburah and investigation officer of the case T.Dubi for immediately swung into action and arresting the culprits within the week.

 

 

Awareness prog on NMCP scheme

ITANAGAR, Mar 06: Micro, Small & Medium Enterprises Development Institute (MSMEDI), Karnal organized a one-day awareness programme on National Manufacturing Competitiveness Programme (NMCP) Schemes in the Maharishi Markandeshwar University, Mullana, Ambala (Haryana) on 28th February, according to a release.

The programme was inaugurated by Tarsem Garg, Chancellor and Meenakshi Garg, Trustee of Maharishi Markandeshwar University Trust, Mullana, Ambala.

MSMEDI, Karnal is a statuary body of MSME, Govt. of India and engaged in promotion and development of micro, small & medium enterprises in the state of Haryana.

Vijay Kumar, Director, MSMEDI, Karnal was the chief guest of the function and was accompanied by Sanjay Nigam, Assistant Director, MSMEDI, Karnal.

In his address, Vijay Kumar emphasized on the need of entrepreneurship for the new generation to meet the global requirement. He discussed about establishing incubator centers at M.M. University for innovative research and setting up of small scale manufacturing facilities. He also informed that a team of MSMEDI experts would organize on campus training to the students of pharmacy, engineering and other disciplines in this pursuit. He told that the selected students of MMU will be imparted training and MSMEDI will provide all the required aids to establish the enterprises. He also explained various schemes established by government of India for the funding of micro, small and medium enterprises. He explained the procedure to avail the loan under various schemes from MSMEDI.

Around 200 faculty member and students from all the departments of MMU were present during the function. During the discussion session, Vijay Kumar answered all the queries raised by the faculty and students.

 

 

Documentary film screened

ITANAGAR, Mar 06:  In an attempt to present the virgin bio-diversity, unique flora and fauna of the frontier state of Arunachal Pradesh, a documentary film by writer-director-producer Lovita JR Morang -“Virgin Rhododendron Burnt Alive” was screened here at Arunachal Press Club on Wednesday.

The documentary, which was adjudged best at the Convention of Parties (CoP)-11 at Hyderabad, has not only depicted the frontier state of being a hot spot for its unique pristine beauty but also advocates the case of Arunachal Pradesh for its inclusion into a World Biodiversity Heritage site in league with Kaziranga and Majuli islands of Assam.

The documentary sensitizing the world about the climate change and its impact revolves around the story of a wild flower, Rhododendron (Rhodo means Rose, Dendron means Tree).

The producer-director Morang, who also aims at to present her documentary in the form of a coffee table book in collaboration with Jarpum Gamlin and his venture, S&G Printing and Publishing House, feels an urgent need of presenting the upper ridges of Arunachal Pradesh for recognition from UNESCO as World Heritage Biodiversity Site.

It is significant that the documentary has succeeded in drawing the attention of global audiences at the Convention of Parties (CoP)-11 at Hyderabad in which representatives of around 175 countries were present.  About 200 documentary films on climate change/environment/nature etc were screened.

The documentary first of its kind talks about the richness of bio-diversity in Arunachal Pradesh with most populated natural habitat where wild flowers Rhododendrons (RD) grow. The writer has also narrated the climate change through the flower Rhododendrons.

The documentary, a landmark in presenting the bio-diversity of the frontier state, has also been submitted for national film award. The noted writer and producer also intend to present the film for “Green Oscar” and “Cannes Film Festival” later this year.

ITANAGAR, Mar 06: On the occasion of International Women’s Day celebration on 8th March, the Action Aid Society Arunachal (AASA) is organizing a peace march at Naharlagun town.  The Peace March will start at 4 pm from IGNOU office (Barapani) to Hotel Tosum.  This will be followed by a seminar. The Society has appealed everyone to voluntarily join in the celebration and show solidarity to empower women and girl child. The celebration will highlight the issues that concerns women today in Arunachal such as domestic violence, health and social issues etc.    

 

State BJP frontal wings reconstituted

ITANAGAR, Mar 06: State BJP President Tai Tagak has reconstituted the various frontal wings (Morchas) of Bharatiya Janata Party Arunachal Pradesh for smooth functioning.

Padmeswari Jamoh has been appointed as the president of State Mahila Morcha while Dug Saha has been appointed as State Yuva Morcha president.

Tadar Akap is appointed as the State ST Morcha president while Lompak Paksok and Doni Nich have been appointed as the Presidents of State Kisan Morcha and State Minority Morcha respectively, according to a state BJP release.

 

Free coaching for APPSC aspirants

Selection trial

ITANAGAR, Mar 06: Arunachal Taekwondo Association (ATA) will conduct a selection trial at SAI, SAG Centre Naharlagun on March 9 to select players for the ensuing 27th North East Games scheduled to be held in Imphal, Manpur from April 8 to 11. Players are advised to report at Rajiv Gandhi Stadium on March 8.

 

LDC’s death mourned

KHONSA, Mar 06: All the officers and staff of DC’s office and its adjoining offices here deeply mourned the sudden and premature demise of Banglen Lowang. Lowang was presently working as LDC in Supply Department.

He died on March 4 at his residence in Lapnan village near here after prolonged illness.

They observed two minutes silence as a mark of respect to late Lowang and prayed for eternal peace of the departed soul. They also conveyed heart-felt condolences to the bereaved family. DIPRO

 

Nyokum celebrated at Richukrong circle

ITANAGAR, Mar 06: The people of Richukrong and Bana circle celebrated the 3rd Nyokum Yullo at Richukrong circle from February 24 to 26 with pomp and joy.

Addressing the gathering on the 1st day of the celebration, MLA cum APEDA chairman Kumsi Sidisow lauded the cordial relation being maintained by the Nyishis of E Kameng district and Akas of West Kameng  district and assured to give priority  on road construction.

Social activist Mama Natung, urged the public to preserve their age-old tradition and customs, while AAPSU president Kamta Lapung narrated the role of the apex student body in checking unlawful activities and stressed on unity of the people of Arunachal Pradesh. Nyokum mythology was read out by Abu Taba,CO cum BDO Bana.

PWD, Finance and Planning Minister Chowna Mein attended the celebration on February 26.

While responding to memorandum submitted by local MLA Tani Loffa, who is also APFDC chairman, regarding the construction of all weather road  in Richukrong circle,  Minister Chowna Mein  assured to  accord top priority on the road project. He further assured the public that  he is always ready to cooperate the local MLA  in development activities. S. De Sarkar, Director, IT also attended the function.

 

AKKDGDSWA  meeting held

ITANAGAR, Mar 06: All Kurung Kumey District Group ‘D’ Staff Welfare Association (AKKDGDSWA) in its executive meeting held recently adopted various resolutions for wellbeing of the Group D staff.  The meeting resolved that the Group D staff should be given first preference of Govt quarter as it is not possible for them to  stay in rented houses  with minimum salary.   The executive members unanimously decided that every Group D staff get all benefits like leverage, child education, etc. Other points adopted in the meeting include appointment of staff as per RR rule with  promotional avenues and  appointments of  family member of group D staff on compassionate ground etc.

 

Admin seizes huge quantity of banned items

ITANAGAR, Mar 06: Continuing its drive against illegal selling of banned items like, plastic carry bags, gutkha, pan masala and other tobacco produces, Capital Complex administration, with help of police and CRPF, yesterday seized huge quantities of such banned items from Itanagar and Naharlagun.

Thousands of gutkha packets, plastic carry bags and huge quantity of IMFL seized for selling illegally during the drive were burnt in front of the DC’s office here.

Two teams, one each for Itanagar and Naharlagun, were formed with 10 executive magistrates to carry out the drives.

The DA hoped that such drive would restrict the sale of such harmful products in Capital Complex, especially near schools and hospitals.

The District Administration has also decided to carry out drive for removing debris and construction materials dumped on all sector roads and National Highway in Itanagar and Naharlagun.

 

5 houses gutted at Hissam colony

AALO, Mar 06:   In yet another fire accident, five OBT dwelling houses were completely gutted and two partially damaged at Hissam Colony on March four at around 11 pm.

Barring a minor injury to one, no casualty was reported.

The District Administration has provided immediate relief to the victims. Properties lost and damaged in the fire were being assessed. DIPRO

 

APSCW condemns sexual assault

ITANAGAR, Mar 06: The Arunachal Pradesh State Commission for Women (APSCW) has strongly condemned the sexual assault of a minor girl by 1st IRBn personnel at Longding and appealed to the law enforcing authority to grant exemplary punishment to the accused at the earliest.

“The APSCW has observed that for last couple of years the police personnel has been repeatedly committing such heinous crime and it is a matter of grave concern which needs to be dealt strongly as per law,” APSCW said in a release.

While demanding a status report of the case from the district authority, APSCW Chairperson Gumri Ringu urged the District Administration not to give bail to the alleged accused and book him under the appropriate section of IPC.

 

Administration lauded for arrest of alleged murderers

ITANAGAR, Mar 06: The All Arunachal Pradesh Union Students Union (AAPSU) has expressed strong sentiment over murder of Vijay Ramsing, a student of B.Com.  AAPSU stated that due to high rise in crime rates, the Upper Subansiri district is witnessing such kind of brutal murder. Union demanded for adequate deployment of security forces in the district. AAPSU lauded investigating officer Taken Dubi and EAC Siyum Taga Ekke for taking prompt action leading to the arrest of five alleged murderers.

Meanwhile All Mara (Ramring, Ramsing, Rambang) Society has also patted back of IO Taken Dubi and DC Tahang Taggu for their effort in nabbing the five alleged accused.

 

State NSUI meet held

ITANAGAR, Mar 06:  National Students Union of India (NSUI) national secretary cum in-charge of Arunachal Pradesh, Surjeet Bharmouri has emphasized on the need of strengthening the NSUI in Arunachal Pradesh. He was addressing the meeting of the  NSUI state level committee at Rajiv Gandhi Bhawan  here on March 5.  

Highlighting the vision and mission of Rahul Gandhi, he said the NSUI is going to become more strong with untiring efforts of Rahul Gandhi. Bharmouri also  called upon the  members present  to take inspiration from Chief Minister Nabam Tuki who is the first president of state NSUI unit.

State NSUI president Kirbe Dolum and vice president Teli Naga and APCC executive and in-charge of state NSUI B C Tok also addressed the meeting.

Later the   state NSUI team led by Bharmouri called on the Chief Minister and discussed about the  problem of students.  

 

New GWS executives call on CM

ITANAGAR, Mar 06: The new executive committee members of Galo Welfare Society (GWS) accompanied by Takar Marde, MLA and Deputy Chairman, SPB called on Chief Minister Nabam Tuki yesterday and apprised him of the various issues pertaining to the Galo and people of Arunachal as a whole.

The members while extending thanks to the Chief Minister and the State Government for the timely intervention of the Aalo incident of 10th of January, 2013 assured full support and co-operation to the CM for all round development of the state.

The GWS also submitted a memorandum to the CM reiterating the demand for providing Govt job (group D) to wife of late Goto Yudik, preferably under PWD Basar, furnishing report (s) by the SIT and One-Man Commission within a period of 3 months and action to the memorandum submitted by the Action Committee of Aalo Incident, Upper Subansiri District on late Goto Yudik. The memorandum also urged the CM to put the Bill on creation of Lower Siang district during the ensuing Budget Session of the Arunachal Pradesh Legislative Assembly.

Increase in use of psychoactive substances

The independent United Nations body tasked with monitoring the production and consumption of narcotics worldwide has warned of the increase in use of psychoactive substances known as 'legal highs' which reproduce the effect of illegal drugs, and represent a threat to public health.

According to the latest INCB annual report, these 'legal highs' are easily available over the Internet, with their numbers estimated to be in the hundreds and growing steadily.

The report states that the abuse of prescription drugs has continued to spread in all regions of the world. In particular, there has been an unabated increase in the consumption of drugs used for the treatment of attention deficit hyperactivity disorder (ADHD) in a number of countries.

The report also outlines the situation in each geographical region, noting that North America remains the biggest illicit drug market in the world, as well as the region reporting the highest drug-related mortality rate with approximately one in every 20 deaths among people aged from 15 to 64 in North America related to drug abuse.

East and South-East Asia continue to have the second largest total area of illicit opium poppy cultivation in the world, and the region is also a manufacturing hub for amphetamine-type stimulants with almost half the global seizures of methamphetamine in 2010 made in South-East Asia. Meanwhile, the levels of abuse and illicit manufacture of amphetamine-type stimulants in Oceania remain among the highest in the world.

For its part, West Asia still has the greatest share of global illicit opium poppy cultivation and illicit opiate production, primarily in Afghanistan.

Injustice to the deserving candidates

Dear Editor,

Through your esteem daily I would like to know why the director of agriculture is conducting only walk-in interview and not written exam for the post of AFA junior as there are many  post mentioned. This shows lack of transparency in recruitment process of department.

Only those with political background and big money would get the chance. And with due regards to AAPSU leaders, I also want to ask why they are keeping silent on this issue. They can see through their naked eyes that there is injustice being done to all the deserving unemployed students. I hope AAPSU is in real for greater interest of the students of our state.

And my questioned to all the concerned public bodies, parents, guardians and student friends that why are you keeping your mouth shut. You all know that you deserve it through right way... then why silent...?

Please throw some light among all the people of our state that this is injustice.

Network problem

Dear Editor,

Through the column of your esteem daily, we would like to draw the notice of the authorities concerned regarding the network problem of Rottung and surrounding village like Kallek, Babuk and Sissen.  The people of these villages are facing lots of problem due to poor BSNL network. The mobile users of said areas receives network once in a month and the coverage is only 1sq km. in which the whole village of Rottung is uncovered because the transmitter is fitted in the electric pole presently. The new tower was erected last financial year but till date neither the contractor nor telecom department is looking back for the installation of machine. So, we have given many verbal complain to SDO (T)  Pasighat, But no further action has been taken so far.

We the people of Rottung, Kallek, Babuk and Sissen Villages request the authority to advice the officials/Officers to install machines at the newly erected tower at the earliest.

Seeking compensation

Dear Editor,

Through the columns of your esteemed daily, I would like to express my view regarding the fatal incident which occurred on 14th February at Chandranagar Tinali, Itanagar. The newly laid water pipe line of PHED which is going to bring water from Poma burst on that day.  A car parked was tossed up in the air by bursting of water pipe but luckily the driver of car was safe enough. The car was badly damaged and also the shops located nearby were damaged too. Few of the shopkeepers also received minor injury.

Therefore, I would like to request the concerned authorities and IMWA to give some possible compensate to the shopkeepers. Lastly, I also appeal to concern department and authorities to pay kind attention so that such untoward incident is not repeated again in the future.
